Policy Issues Related to Use Case Development

1. Use case 1 talks about the registering of vocabularies by maintainers, but skirts the issue of who is empowered to register a vocabulary (as distinguished from its terms). This is, of course, exactly the issue confronted by the DC Usage Board in its attempt to register vocabularies. We could probably avoid dealing with the issue initially by insisting that the registering party be associated or authorized by the vocabulary owner, but we may need to address this issue at a subsequent stage.
